The Bahamas is a stable, developing nation with an economy heavily dependent on tourism and offshore banking. Tourism alone accounts for more than 60% of GDP and directly or indirectly employs 40% of the archipelago's labor force. Moderate growth in tourism receipts and a boom in construction of new hotels, resorts, and residences led to an increase of the country's GDP by an estimated 3% in 1998, 6% in 1999, and 4.5% in 2000. Manufacturing and agriculture together contribute only 10% of GDP and show little growth, despite government incentives aimed at those sectors. Overall growth prospects in the short run will depend heavily on the fortunes of the tourism sector and continued sturdy growth in the US, which accounts for the majority of tourist visitors. |

| Relationships - international: | 對外關係: 奉行和平合作、尊重各國主權的外交政策。在同英、美保持傳統的密切關係的同時，發展同其他英聯邦國家和加勒比國家的友好合作關係。自由民族運動政府倡導民族自決、獨立自主、領土完整和互不干涉原則，主張國際合作及和平解決爭端，在地區事務中主張加速地區一體化的進程。對外關係中側重經濟因素。巴為聯合國、加勒比共同體、加勒比國家聯盟、美洲國家組織、英聯邦以及不結盟運動等成員國。與50多個國家建有外交關係。 【對當前重大國際問題的態度】 聯合國作用與改革問題： 重視聯合國的作用，願與成員國一道為實現聯合國憲章的原則和目標而努力；主張對聯合國進行改革，認為聯合國改革的目標必須是更有效的機構，能完全滿足成員國的要求，並有穩定的財務基礎。關於安理會改革問題 ，支援擴充安理會兩類理事國，擴充必須本著平等的原則，反映聯合國憲章精神，並糾正目前安理會組成的不平衡。認為二戰後形成的大國主導的安理會不能應付殖民地時期之後出現的新問題。 經濟全球化與發展問題： 認為近十年技術革命及經濟全球化發展所帶來好處未得到平均分配，只有注重平等、道義、同情，經濟全球化帶來的機會才能被所有成員共用。主張建立可持續的、公平的國際框架，以適應高度一體化的全球市場的需要。呼籲支援發展中國家及經濟轉型國家在不付出嚴重的經濟社會代價的情況下融入全球經濟主流。 維和問題： 對聯合國維持世界和平和安全所做的工作表示歡迎，對聯合國在海地維和問題尤為關心，認為維和部隊過早從海地撤軍將會使海地已取得的和平毀於一旦。 裁軍問題： 認為生產和使用地雷繼續危害著發展中國家的人民。巴已和其他100多個國家一道簽署和批准了《禁止使用、存放和生產地雷公約》。希國際社會，特別是發達國家全面支援此公約。巴已簽署《全面禁止核子試驗條約》，呼籲早日徹底銷毀大規模殺傷性武器。 環保問題： 強調旅遊業與環境的協調發展，支援加共體關於禁止有毒及放射性材料通過加勒比海的立場，認為消除貧困和社會發展必須，也可以與保護環境相協調。認為聯合國秘書處關於氣候變化的框架公約有助於增強各國的憂患意識，以迎接氣候變化和海平面上升提出的挑戰。 國際犯罪行為（包括恐怖主義、販毒、洗錢、武器走私）問題： 認為其對全社會的生活質量和發展構成威脅，減少此類犯罪最有效的途徑是國際社會的聯合與協作，巴支援加強防止犯罪的國際法律體系。譴責各種形式的恐怖主義行為，支援各種旨在阻止恐怖主義蔓延直至消滅的合法的國際努力。認為1998年第二十屆世界毒品問題特別會議通過的重要決議為打擊非法毒品的供應、交易和消費指明了方向，呼籲成員國致力於實施這些決議。 小島國發展問題： 認為小島國經濟依賴於初級產品，其人力、物力資源貧乏，易受自然災害襲擊，難以取得持續發展的目標。因此巴重視擬議中的1999年對《關於小島國持續發展的巴巴多斯行動計劃》的審查，呼籲外部資源加速該行動計劃的實施。對聯合國擬制定脆弱係數的考慮感到高興，並希其儘快出臺，強調單憑人均國民生產總值來衡量國家富裕程度是不準確的，認為其不能當然反映發展程度，並經常與平等原則不一致。 經濟難民問題：經濟難民的湧入對巴哈馬等小島國的壓力日漸增大，二戰後聯合國制定的關於解決政治難民問題的公約已不適用於目前的經濟難民問題，呼籲重審聯合國難民署的有關協定。 【同我國的關係】 1973年巴獨立時，我國政府致電祝賀，並予以承認。1995年9月，外交部副部長李肇星在北京會見了來京出席聯合國第四次世界婦女大會的巴哈馬政府代表團團長、巴外長博斯特威克女士。1997年5月23日，中巴正式建立外交關係。建交後兩國友好合作關係穩步發展。同年9月25日至31日，應李鵬總理的邀請，巴哈馬總理休伯特·英格拉哈姆對我國進行正式訪問。同年6月，中巴就巴在香港特區保留名領問題達成協定，7月19日我在巴設大使館。1999年1月15日，中巴就巴在香港特區設立總領事館舉行換文。2月12日，中國政府同意巴政府提名卡米拉·約翰遜女士為巴駐中國香港特區總領事。8月6日中國政府同意阿瑟·亞歷山大·福克斯為巴首任駐華大使（非常駐），2000年3月17日，福克斯向江澤民主席遞交了國書。 往訪：中國駐牙買加大使王建立（1994年），機械工業部副部長張德鄰（1994年），全國婦聯書記處書記兼國際部主任馮淬、國務院僑辦副主任李海峰、外經貿部部長助理楊文生（1998年）、外經貿部副部長劉山在、全國人大外事委員會主任委員曾建徽（1999年）, 外交部副部長楊潔篪（2000年）。來訪：博斯特威克外長率巴代表團出席在北京舉行的世婦會（1995年），英格拉哈姆總理（1997年），青年、體育和文化部國務部長萊恩（1998年），總督騰奎斯特（1999年）。 與臺灣關係：1988年2月至3月，巴總理平德林訪問臺灣。1989年1月，台“行政院長”俞國華訪巴期間，巴哈馬宣佈與臺灣當局“建交”。1994年初，台“行政院長”連戰訪巴。1997年5月15日，巴哈馬外交部長博斯特威克對新聞界發表了關於巴哈馬將同中華人民共和國建立外交關係、撤消對臺灣承認的聲明。5月18日，臺灣當局宣佈與巴“斷交”。 據中國海關總署統計，2000年，中國向巴出口總額為768.5萬美元，無進口。 中國駐巴哈馬大使：馬書學。館址：3rd Orchard Terrace, Village Road, P.O.BOX CB10996, NASSAU,THE BAHAMAS. 電話：001-242-393-1415， 傳真: 001-242-393-0733 巴未在華設大使館、商務處等機構。 【同美國的關係】 同美國一直保持著傳統的友好關係。美在巴設有大西洋海下試驗和觀察中心。美為巴遊客及消費品的主要來源地，巴為進入美的毒品及非法移民的重要中轉地之一。巴與美在反販毒鬥爭中合作密切。美在巴設有移民、海關、緝毒、海岸警衛隊等機構。1987年雙方簽訂了司法互助條約。巴與美在金融和社會領域的合作亦有所加強。 【同英國及英聯邦國家的關係】 與英國及英聯邦國家保持密切的傳統關係，英每年給巴一定的經濟援助。 【同加勒比國家的關係】 與加勒比鄰國關係密切。 由於巴經濟較該地區其他國家發達，巴對地區經濟一體化持觀望態度，擔心擬議中的地區人員與資本的自由流動會導致鄰國人員的湧入、衝擊巴經濟。 巴於1983年7月加入了加勒比共同體，但至今未加入共同市場。在1997年舉行的加共體首腦會議上，巴未在允許資本和人員在本地區自由流動的《第二個議定書》上簽字。但在地區對外磋商中，能與該地區保持一致立場。 |
